Get your hoist licence and take control of lifting people and materials safely on site.

CPCCLHS3001 – Licence to operate a personnel and materials hoist is a nationally recognised unit that covers the skills and knowledge required to safely plan, operate and shut down builder’s hoists used to lift personnel, goods or both. These hoists are common on high-rise construction and industrial sites to move workers and materials between levels efficiently and safely.

Training is delivered at OTJT’s Stapylton yard using fully operational personnel and materials hoists under the supervision of qualified industry trainers. You’ll gain hands-on experience operating hoists and applying WHS requirements in real-world conditions.

 

What you’ll learn

  • How to plan and prepare for hoist operations, including checking work instructions, identifying hazards and confirming ground and structural conditions.

  • How to inspect and maintain hoist components, including towers, cages, gates, mechanical systems and safety devices.

  • How to operate the hoist safely to lift and lower personnel and materials to required levels within rated capacity.

  • How to communicate effectively with other workers, spotters and signalers using standard site procedures.

  • How to monitor hoist performance, respond to faults or emergencies, and apply safe work practices around loading and unloading zones.

  • How to complete post-operation tasks, including shutdown, securing and recording inspection or maintenance details.

 

What you’ll demonstrate

  • Safe and efficient pre-start, operational and post-operation checks.

  • Correct load handling, positioning and personnel transfer procedures.

  • Effective teamwork and communication during hoist operations.

  • Strong understanding of WHS requirements, risk control and emergency response procedures.

  • Compliance with workplace procedures and manufacturer specifications throughout all hoisting activities.

Successful participants who meet all Elements and Performance Criteria, and demonstrate the required Knowledge and Performance Evidence, will receive a Statement of Attainment for CPCCLHS3001 – Licence to operate a personnel and materials hoist.

This confirms you’ve been trained and assessed as competent in the unit of competency. You’ll then complete a separate licensing assessment under the National Assessment Instruments (NAI) with a SafeWork Queensland approved assessor.

Once both are successfully completed, you can apply to Workplace Health and Safety Queensland for your High Risk Work Licence (HP – personnel and materials hoist).

Statement of Attainment: Upon achieving competence in this accredited unit of competency, you will be issued a physical and digital copy of a Statement of Attainment for your official records.  

Please note that USI transcripts are only updated once a year, so keep it somewhere safe. Don’t worry, though, if you do lose it, get in touch and we can issue a new one.

High-risk work licence (HRWL): Upon successful completion of the national assessment instruments (NAI), the assessor will give you a candidate assessment summary (CAS).  This summary will legally allow you to operate personnel & materials hoists. Worksafe Qld will then invite you by email to apply for a HP Class HRWL, after which you have just 60 days to apply or will need to be reassessed.

Students with HRWL’s from other states will need to apply to Worksafe Qld then have the option to transfer their qualification to their state HRWL.

  • On construction sites or wherever hoists are used.
  • On to becoming riggers, who are responsible for rigging, erecting and dismantling hoists on site.

A hoist ticket (HP licence) is your key to operating personnel and materials hoists safely and legally on Australian worksites. These machines are essential on medium to high-rise projects for moving workers, tools, and heavy materials quickly between levels.  

In construction, hoists are everywhere. From tower projects in the city to multi-storey builds across Queensland, supervisors expect crew members to be licensed before they can operate them. 

Employers look for this licence because it proves you can:

  • Carry out pre-starts and operate the hoist safely.
  • Follow lift plans and site WHS requirements.
  • Communicate clearly with your crew during lifts.
  • Apply safe shutdown and emergency procedures.

Holding a hoist ticket also opens doors for career progression. It’s a natural step if you’re aiming to move into rigging or crane operations, and it shows you’re serious about building your skills in high-risk work.  Depending on the type of hoist, you’ll need some sort of rigging licence to erect one including conduct dual crane lifts.

For labourers, it’s also a way to get noticed and secure better site opportunities, especially on union and EBA projects where hoist operators are in constant demand.

Many students choose to stack their HP licence with dogging, rigging or EWP tickets, building a portfolio of qualifications that makes them more versatile, employable, and site-ready.

Bottom line: if you want to lift your career – literally and figuratively – a hoist ticket is a sound option. It keeps you compliant, boosts your value to employers, and sets you up for bigger opportunities in construction and beyond.

1st Day/Night – Welcome: After a site induction, you’ll learn the fundamentals of personnel and materials hoist operating, covering the theory and practical elements of the course, including WHS. All students have the option to complete the theoretical learning online via e‑learning from the moment they are enrolled before course commencement, but it is not mandatory.

In your practical training, you’ll get hands-on with hoist operation under trainer supervision, including pre-start checks, material handling and hoist operations.

2nd Day/Night – Put it into practice!: With the guidance of the training team, your new knowledge and practical skills will be honed and you’ll complete the unit of competency phase in a portfolio of work.

2nd Day/3rd Night – Assessment – NAI time: Once you’ve achieved competence in the unit, you will prepare and begin the knowledge, calculation and practical tasks as part of the national assessment instruments (NAI’s). 

Please note you need to successfully complete the knowledge and calculation assessments before moving on to the practical tasks. Once you’ve successfully completed all the NAI’s, you’ll receive a Candidate Assessment Summary (CAS) from your assessor and can then apply for a HP class high‑risk work licence (HRWL) from Workplace Health & Safety Queensland. Use this CAS as proof of your successful assessment until your HRWL arrives in the post.

Reassessments: 

Should you not achieve competence in any of the NAIs, then you will be entitled to no more than one reassessment with no charge. At the RTO’s discretion, any additional reassessments will incur further fees of $250 each, including charges for retraining of $500 if required.

Please use this course structure as a guide. Many factors can influence course timings, such as the size of the group, weather conditions or a student’s time to achieve competence in the unit.

  • PPE: (steel‑cap boots. High‑vis vest, gloves and hard hat can be provided upon request).
  • Age: 18+ 
  • LLN: basic English literacy (LLN & Digital Literacy Skills Check must be completed by new students).

As part of the new Standards for RTOs 2025, all new students must complete a quick LLND (Language, Literacy, Numeracy and Digital) Skills Check before we can confirm enrolment

I was no good at maths at school!

We hear that.  Our experience is that students often find the numeracy component a challenging part of this course and HRWL courses in general. 

If numeracy is a challenge for you, then we suggest you get started with the trainer video tutorials that walk you through some calculations you’ll need to learn related to load chart and pad sizing calculations.  You’ll be sent a link to our ‘Training Tid Bits’ portal as soon as you’re enrolled so you can get ahead before you start training on site.

CSQ:
Construction Skills Queensland (CSQ) is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry.

CSQ funding helps to reduce the financial obstacle to training, making upskilling an affordable option for many more individuals in the construction industry.

CSQ contributes towards the cost of courses to reduce the cost to participants. CSQ funding is paid directly to the contracted RTO.

BERT Training Fund:
For those who are CFMEU members and have an account with BERT. Members commonly access BERT Training Funding to cover part of the ‘out of pocket’ cost in conjunction with CSQ funding, which covers the rest. The member may also need to make a further contribution.

When CSQ Funding is not available, then BERT members often access this fund as an alternative to support the cost of their training.

Members can approach the BERT Training Fund manager to request financial support or request OTJ Training to approach them on their behalf.

 Yes – it is a mandatory requirement to hold a nationally recognised HP high-risk work licence

Yes – this HP licence encompasses the HM class licence, which will allow you to operate materials hoists as well.

A hoist ticket (HP licence) is required to operate personnel and materials hoists on site. These hoists are essential on medium to high-rise construction projects for safely moving workers, tools and building materials between levels. Supervisors won’t let you near one without the licence.

Employers value this ticket because it proves you can operate safely, follow lift plans, and keep site crews moving efficiently. It’s also a common stepping stone into dogging, rigging and crane work. Many workers complete their HP alongside EWP or dogging tickets, giving them broader skills and more opportunities across construction projects.

That depends – officially, you don’t need a Work Safely at Heights qualification such as a RIIWHS204E while operating a personnel and materials hoist.

However, other applications while working at height are not covered, such as the use of safety harnesses, fall arrest systems and anchor points.

2 days or 3 nights including assessment. The industry standard is 3 days, but we operate longer days so you can get done sooner and have less time off!
