OTJT’s EWP Training Package is designed for individuals and teams who need to safely operate elevating work platforms across multiple heights and configurations — from scissor lifts to boom lifts over 11 metres.
This training package combines three nationally recognised units to cover the full range of workplace requirements:

By completing this training, participants will:
Receive a Statement of Attainment for all included units.
Be eligible to apply for a High Risk Work Licence (WP) upon successful completion of TLILIC0005 and the SafeWork QLD assessment.
Gain competency to operate scissor lifts and EWPs with boom lengths less than 11m, recognised across all industries.
Meet common site manager and contractor requirements for full EWP competency verification.
Under Queensland’s Work Health and Safety Regulation 2011, a WP High Risk Work Licence is required only for boom-type EWPs with a boom length of 11 metres or more.
Scissor lifts and vertical lifts do not require a HRWL, regardless of height, because they lift vertically rather than with a hinged or telescopic boom.
This means:
TLILIC0005 → covers HRWL (boom length 11 m or more)
RIIHAN301E / TLID3035 → cover non-licenced EWPs (boom less than 11 m or vertical lift types)

Statement of Attainment: Upon achieving competence in this accredited unit of competency, you will be issued a physical and digital copy of a Statement of Attainment for your official records. Please note that USI transcripts are only updated once a year, so keep it somewhere safe. Don’t worry, though, if you do lose it, get in touch and we can issue a new one.
High-risk work licence (HRWL): Upon successful completion of the national assessment instruments (NAI), the assessor will give you a candidate assessment summary (CAS). This summary will legally allow you to use that licence to operate elevating work platforms of all types. The Office of Industrial Relations will then invite you by email to apply for a WP Class HRWL, after which you have just 60 days to apply or will need to be reassessed.
Students with HRWL’s from other states will need to apply to Safework Qld then have the option to transfer their qualification to their state HRWL.
An EWP ticket is one of the most practical licences you can hold in many industries. If you’re working around boom lifts that reach over 11 metres, you’ll need your WP High Risk Work Licence to legally operate them.
Holding your EWP licence gives you the flexibility to work across a wide range of industries: construction, civil infrastructure, electrical, painting, glazing, signage, warehousing, maintenance, events, and more. Wherever there’s work at height, there’s a need for safe, skilled EWP operators.
It’s also what employers and site supervisors expect. Turning up with your EWP ticket shows you’re job-ready, compliant with WHS laws, and serious about safety.
Many trades use EWPs every day, from electricians running cables to painters finishing high facades. Having your licence means having the opportunity to complete work at height with the safety and flexibility of a versatile machine, helping you get the job done quicker and safer. It’s also often a must-have ticket if you’re looking to move into dogging, rigging, or crane work, as access at height is often part of the job.
This EWP training package includes RIIHAN301E – Operate elevating work platform, which specifically covers scissor lifts and vertical lifts type EWP’s, and add Work Safely at Heights to meet wider site expectations outside the EWP basket. Together, these tickets cover almost every access scenario you’re likely to face on the job.
OR if you already hold the RIIHAN301E competency, then swap it for TLID3035 – Operate a boom-type elevating work platform (under 11m boom length). It’s probably overkill, but some sites have some strict site policies & procedures (we should know, students have phoned us when they’ve been refused entry to a site).
Your WP licence is also nationally recognised, meaning you can work anywhere in Australia without retraining. And because OTJT delivers the course in just 2 days instead of the industry standard 3, you’ll save time off work while still walking away with the same qualification.
Bottom line: if you want more site options and flexibility, obtaining your EWP licence is a no-brainer for anyone considering work that includes the need to access work areas at height.
1st Day/Night – Welcome: After a site induction, you’ll learn the fundamentals of mobile EWP operating, covering the theory and practical elements of your chosen units of competency. All students have the option to complete the theoretical learning online via e‑learning from the moment they are enrolled, before course commencement, but it is not mandatory.
2nd Day/Night – Put it into practice!: With the guidance of the training team, your new knowledge and practical skills will be honed and you’ll complete all unit of competency in a portfolio of work.
2nd Day/3rd Night – Assessment – NAI time: Once you’ve achieved competence in the unit, you will prepare and begin the knowledge, calculation and practical tasks as part of the national assessment instruments (NAI’s) for WP high-risk work licence.
Please note you need to successfully complete the knowledge and calculation assessments before moving on to the practical tasks.
Once you’ve successfully completed all the NAI’s, you’ll receive a Candidate Assessment Summary (CAS) from your assessor and can then apply for a WP class high‑risk work licence (HRWL) from Workplace Health & Safety Queensland. Use this CAS as proof of your successful assessment until your HRWL arrives in the post.
Reassessments:
Should you not achieve competence in any of the NAIs, then you will be entitled to no more than one reassessment with no charge. At the RTO’s discretion, any additional reassessments will incur further fees of $250 each, including charges for retraining of $500 if required.

As part of the new Standards for RTOs 2025, all new students must complete a quick LLND (Language, Literacy, Numeracy and Digital) Skills Check before we can confirm enrolment.
It’s not a test, and there’s no pass or fail. It simply helps us understand how best to support the learner before training begins. It only takes around 10 minutes to complete and can be done on any device, including a mobile phone.

That depends – you’ll need a WP Licence to operate any elevating work platform with a boom length that can extend to 11m or more.
Otherwise, if you don’t intend to operate this type of EWP, then the RIIHAN301E – Operate an Elevating Work Platform & TLID3035 – Operate a boom-type Elevating Work Platform (boom length less than 11m) might be more suitable for your needs (1-day course).
Most students stack these courses alongside this WP licence course in this EWP Training Package to ensure they’re covered for all eventualities. You’re even able to request a Verification of Competency (VOC) as a course outcome if you wish (speak to your trainer or our friendly admin team about this).
If you’re working or planning to get into high-risk work, then it often requires the use of EWP’s and therefore an expectation of employers, safety officers and site managers, particularly those EWP’s with extended reach.
EWP’s have all sorts of applications in many different industries such as civil infrastructure, electrical, painting, signage, warehousing, maintenance, events, broadcasting, entertainment, telecommunications and more.
That depends – officially, you don’t need a Work Safely at Heights qualification such as a RIIWHS204E while operating an EWP, as safe use of harnesses, fall arrest systems and height safety while operating an EWP within the confines of the basket is covered in the training.
However, other applications while working at height are not covered, nor would the training sufficiently include a scenario whereby an individual disembarks from the EWP basket at height.
They would require further training at height and should only access site areas via a personnel and materials hoist or scaffolding on a construction site.
The point is, any work being conducted at height outside an EWP should have the appropriate dedicated training as per site procedures.
