Learn to operate elevating work platforms safely and confidently — no high-risk licence required.

RIIHAN301E – Operate elevating work platform is a nationally recognised unit that covers the skills and knowledge needed to plan and conduct EWP operations under 11 metres in height. This includes scissor lifts, vertical lifts and smaller boom-type EWPs that don’t require a high-risk work licence.

Training is delivered by experienced industry trainers at OTJT’s purpose-built Stapylton yard using real EWP equipment in realistic worksite conditions. The course is ideal for workers in construction, maintenance, logistics and facility management who use mobile or trailer-mounted lifts as part of their day-to-day work.

 

What you’ll learn

  • How to plan and prepare for EWP operations, assess site and weather conditions, and identify hazards.

  • How to inspect and maintain EWPs and associated safety gear before, during and after use.

  • How to operate the platform safely to raise, position and lower personnel and materials within rated capacity.

  • How to apply risk-control measures, including exclusion zones, traffic management and fall-prevention systems.

  • How to communicate effectively with ground personnel using signals and radios.

  • How to respond to faults or emergencies and follow safe shutdown procedures.

  • Conducting safe pre-start, operational and shutdown checks.

  • Smooth and stable control of the platform while performing work tasks.

  • Understanding of WHS responsibilities, hazard control and emergency procedures.

  • Consistent compliance with workplace procedures and manufacturer instructions.

Upon successful completion, participants will receive a Statement of Attainment for RIIHAN301E – Operate elevating work platform.

This nationally recognised qualification allows you to operate EWPs under 11 metres in any state or territory — perfect for workers who don’t require a High Risk Work Licence (WP class).

Statement of Attainment: Upon achieving competence in this accredited unit of competency, you will be issued a physical and digital copy of a Statement of Attainment for your official records, plus a wallet-sized card for use on site.

Please note that USI transcripts are only updated once a year, so keep it somewhere safe. Don’t worry, though, if you do lose it, get in touch and we can issue a new one.

Note: This is not a HRWL. For boom-type EWPs 11m+, you’ll need the WP licence by completing the TLILIC0005 – Licence to operate a boom-type elevating work platform (boom length 11m or more)

A RIIHAN301E – Operate elevating work platform ticket is one of the most versatile tickets you can hold. It covers scissor lifts, vertical lifts, and other EWPs with a boom length under 11 metres. On most worksites, these machines are everywhere – and without the ticket, you won’t be allowed to touch them.

Holding this EWP ticket gives you the flexibility to work across a wide range of industries: construction, civil infrastructure, electrical, painting, glazing, signage, warehousing, maintenance, events, and more. Wherever there’s work at height, there’s a need for safe, skilled EWP operators.

It’s also what employers and site supervisors expect. Turning up with your EWP ticket shows you’re job-ready, compliant with WHS laws, and serious about safety. 

Many trades use EWPs every day, from electricians running cables to painters finishing high facades. Having your licence means having the opportunity to complete work at height with the safety and flexibility of a versatile machine, helping you get the job done quicker and safer. It’s also often a must-have ticket if you’re looking to move into dogging, rigging, or crane work, as access at height is often part of the job.

Morning – Induction & Theory: Hazard ID, PPE, pre-starts, emergency systems.
Afternoon – Practical Training & Assessment: Hands-on operation of a scissor lift, safe manoeuvring, raising/lowering, and emergency lowering.

Note: Course runs in 1 day. Timing may vary with group size and learner needs.

  • ID & USI: Provide 100 points ID and a Unique Student Identifier (USI)
  • PPE: (steel‑cap boots. High‑vis vest, gloves and hard hat can be provided upon request).
  • Age: 18+ (company policy)
  • LLN: basic English literacy (LLN & Digital Literacy Skills Check must be completed by new students).

As part of the new Standards for RTOs 2025, all new students must complete a quick LLND (Language, Literacy, Numeracy and Digital) Skills Check before we can confirm enrolment

It’s not a test, and there’s no pass or fail. It simply helps us understand how best to support the learner before training begins. It only takes around 10 minutes to complete and can be done on any device, including a mobile phone.

CSQ

  • Construction Skills Queensland (CSQ) is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry.
  • CSQ funding helps to reduce the financial obstacle to training, making upskilling an affordable option for many more individuals in the construction industry.
  • CSQ contributes towards the cost of courses to reduce the cost to participants. CSQ funding is paid directly to the contracted RTO.

Bert Training Fund

  • For those who are CFMEU members and have an account with Bert.  
  • Members commonly access Bert Training Funding to cover part of the ‘out of pocket’ cost in conjunction with CSQ funding, which covers the rest. The member may also need to make a further contribution.
  • When CSQ Funding is not available, then Bert members often access this fund as an alternative to support the cost of their training
  • Members can approach the Bert Training Fund manager to request financial support or request OTJ Training to approach them on their behalf.

Should the participant not achieve competence in any of the NAIs, then they will be entitled to no more than one reassessment with no charge. At the RTO’s discretion, any additional reassessments will incur further fees of $250 each, including charges for retraining of $500 if required.

FAQ'S

No.  You won’t need a HRWL to operate scissor or other vertical type lifts.

However, you’ll need a WP Licence to operate any elevating work platform with a boom length that can extend to 11m or more.  

If you do intend to operate EWP’s with this kind of reach then you’ll need to complete the WP licenced course as well.

If you’re working or planning to get into high-risk work, then it often requires the use of EWP’s and therefore an expectation of employers, safety officers and site managers, particularly those EWP’s with extended reach.

EWP’s have all sorts of applications in many different industries such as civil infrastructure, electrical, painting, signage, warehousing, maintenance, events, broadcasting, entertainment, telecommunications and more. 

That depends – officially, you don’t need a Work Safely at Heights qualification such as a RIIWHS204E while operating an EWP, as safe use of harnesses, fall arrest systems and height safety while operating an EWP within the confines of the basket is covered in the training.

However, other applications while working at height are not covered, nor would the training sufficiently include a scenario whereby an individual disembarks from the EWP basket at height. 

They would require further training at height and should only access site areas via a personnel and materials hoist or scaffolding on a construction site.

The point is, any work being conducted at height outside an EWP should have the appropriate dedicated training as per site procedures.
