TLILIC0005 – Licence to operate a boom-type elevating work platform (EWP) equips you with the knowledge and practical skills to safely plan, operate and shut down boom lifts (such as cherry pickers or knuckle booms with boom length 11 metres or more).
Training is delivered at OTJT’s Stapylton yard using real EWPs in realistic site conditions under the supervision of experienced industry trainers. You’ll learn to assess risk, handle the platform confidently and meet all WHS and licensing requirements.
How to plan and prepare for EWP operations, including reading work instructions, assessing hazards and confirming weather conditions.
How to inspect and maintain EWP components, hydraulics, safety devices and emergency controls before, during and after use.
How to set up the platform safely, confirming ground stability, outriggers, and operating limits.
How to operate the EWP to raise, slew and position personnel and equipment safely at height.
How to communicate effectively with ground crew and other workers using standard signals and radios.
How to implement risk controls for working near powerlines, other plant or structures.
How to respond to malfunctions or emergencies, including platform recovery procedures.
How to complete post-operation tasks, isolate the EWP and record maintenance actions.
Safe and efficient pre-start, operational and shutdown checks.
Confident operation of an EWP within rated capacity and site conditions.
Awareness of WHS responsibilities, emergency procedures and fall-protection systems.
Consistent compliance with workplace procedures, manufacturer specifications and safe work methods.
Successful participants who meet all Elements and Performance Criteria, and demonstrate the required Knowledge and Performance Evidence, will receive a Statement of Attainment for TLILIC0005 – Licence to operate a boom-type elevating work platform (boom length 11 metres or more).
This confirms you’ve been trained and assessed as competent in the unit of competency. You’ll then complete a separate licensing assessment under the National Assessment Instruments (NAI) with a SafeWork Queensland approved assessor.
Once both are successfully completed, you can apply to Workplace Health and Safety Queensland for your High Risk Work Licence (WP).

Statement of Attainment: Upon achieving competence in this accredited unit of competency, you will be issued a physical and digital copy of a Statement of Attainment for your official records. Please note that USI transcripts are only updated once a year, so keep it somewhere safe. Don’t worry, though, if you do lose it, get in touch and we can issue a new one.
High-risk work licence (HRWL): Upon successful completion of the national assessment instruments (NAI), the assessor will give you a candidate assessment summary (CAS). This summary will legally allow you to use that licence to elevating work platforms of all types. However, if you don’t partake in training with our scissor lift, then it may be the expectation of site supervisors or employers that you do, and we recommend enrolling in our EWP Training Package alongside this course.
The Office of Industrial Relations will then invite you by email to apply for a WP Class HRWL, after which you have just 60 days to apply or will need to be reassessed.
Students with HRWL’s from other states will need to apply to Safework Qld then have the option to transfer their qualification to their state HRWL.
An EWP licence is one of the most practical licences you can hold in many industries. If you’re working around boom lifts that reach over 11 metres, you’ll need your WP High Risk Work Licence to legally operate them.
Holding your EWP licence gives you the flexibility to work across a wide range of industries: construction, civil infrastructure, electrical, painting, glazing, signage, warehousing, maintenance, events, and more. Wherever there’s work at height, there’s a need for safe, skilled EWP operators.

1st Day/Night – Welcome: After a site induction, you’ll learn the fundamentals of mobile EWP operating, covering the theory and practical elements of the course. All students have the option to complete the theoretical learning online via e‑learning from the moment they are enrolled before course commencement, but it is not mandatory.
2nd Day/Night – Put it into practice!: With the guidance of the training team, your new knowledge and practical skills will be honed and you’ll complete the unit of competency phase in a portfolio of work.
2nd Day/3rd Night – Assessment – NAI time: Once you’ve achieved competence in the unit, you will prepare and begin the knowledge, calculation and practical tasks as part of the national assessment instruments (NAI’s).
Please note you need to successfully complete the knowledge and calculation assessments before moving on to the practical tasks. Once you’ve successfully completed all the NAI’s, you’ll receive a Candidate Assessment Summary (CAS) from your assessor and can then apply for a WP class high‑risk work licence (HRWL) from Workplace Health & Safety Queensland. Use this CAS as proof of your successful assessment until your HRWL arrives in the post.
Reassessments:
Should you not achieve competence in any of the NAIs, then you will be entitled to no more than one reassessment with no charge. At the RTO’s discretion, any additional reassessments will incur further fees of $250 each, including charges for retraining of $500 if required.

As part of the new Standards for RTOs 2025, all new students must complete a quick LLND (Language, Literacy, Numeracy and Digital) Skills Check before we can confirm enrolment.
It’s not a test, and there’s no pass or fail. It simply helps us understand how best to support the learner before training begins. It only takes around 10 minutes to complete and can be done on any device, including a mobile phone.

That depends – you’ll need a WP Licence to operate any elevating work platform with a boom length that can extend to 11m or more.
Otherwise, if you don’t intend to operate this type of EWP, then the RIIHAN301E – Operate an Elevating Work Platform & TLID3035 – Operate a boom-type Elevating Work Platform (boom length less than 11m) might be more suitable for your needs (1-day course).

If you’re working or planning to get into high-risk work, then it often requires the use of EWP’s and therefore an expectation of employers, safety officers and site managers, particularly those EWP’s with extended reach.
EWP’s have all sorts of applications in many different industries such as civil infrastructure, electrical, painting, signage, warehousing, maintenance, events, broadcasting, entertainment, telecommunications and more.
That depends – officially, you don’t need a Work Safely at Heights qualification such as a RIIWHS204E while operating an EWP, as safe use of harnesses, fall arrest systems and height safety while operating an EWP within the confines of the basket is covered in the training.
However, other applications while working at height are not covered, nor would the training sufficiently include a scenario whereby an individual disembarks from the EWP basket at height.
They would require further training at height and should only access site areas via a personnel and materials hoist or scaffolding on a construction site.
The point is, any work being conducted at height outside an EWP should have the appropriate dedicated training as per site procedures.
