CSQ Funding FAQs 2025 –26: Everything You Need to Know

If you’re considering training with On the Job Training under Construction Skills Queensland (CSQ) funding, like most people, you probably have questions. Below we’ve answered the most common ones to help you understand eligibility, co-contribution fees, and course limits for CSQ Funding 2025 –26.We proudly became a CSQ Provider in 2021, and every year there are often changes to eligibility criteria, which courses are and are not part of the programs, funding contributions and fee structures.

So it’s vitally important to understand that things may be different since you last accessed funding so make sure you do your research, through blogs such as these or call us at OTJ Training to talk to our expert team to avoid disappointment or make the application process more complicated and stressful than it needs to be.

CSQ Funding 2025–26 – Key Updates

What’s New:

  • 💲 Standardised co-contribution fees across all providers (most courses $150–$700, some fully funded)
  • 🔄 Fresh round of funding starts 1 October 2025
  • 🎓 New allocation of 8 subsidised short courses per participant for this program year
  • 📅 All courses must be completed by 30 Sept 2026

 

What Continues:

  • ⛑️ Maximum of 3 High Risk Work (HRW) licences per year
  • 🚜 Maximum of 3 Mobile Plant Operator (MPO) courses per year
  • Approved refresher courses can still be funded again where required by law/industry (e.g. traffic control, LV rescue, HSR refresher)
  • 🧾 Some asbestos-related HRW units do not count toward the 3-unit HRW cap
  • 🏆 Ongoing access to weekly courses, award-winning trainers, and strong learner & employer support at On the Job Training

What is CSQ Funding?

CSQ (Construction Skills Queensland) is an industry-funded body that subsidises training for eligible workers in the building and construction industry. The goal is to make training more affordable and help Queensland maintain a safe, skilled workforce.

Who Can Access CSQ Funding?

To be eligible, you must:

  • Be an Australian/NZ citizen, permanent resident, or on a CSQ-approved visa
  • Be 15 years or older*
  • Be working in the Queensland building and construction industry, or unemployed for less than 6 months from a role in the industry
  • Be an eligible worker – meaning you’re hands-on in construction work (not admin, office support, or unrelated industries)

*Please note: OTJ Training company policy is to enrol students aged 18 years and over

What Does “Eligible Worker” Mean?

Eligible roles include:

  • Construction workers on residential or commercial building sites
  • Civil construction workers (land development, roadworks, infrastructure projects)
  • Structural landscapers (e.g. retaining walls, paving, drainage)
  • Site supervisors actively engaged in construction work


Not eligible:

  • Administration or clerical staff (except for Higher Qualification programs)
  • Workers primarily doing routine maintenance work (repairs, servicing, or equipment upkeep)
  • Quarrying, mining, fabricating and manufacturing roles
  • General landscaping (soft landscaping, parks, cemeteries)
  • Transport and logistics workers

Are Apprentices and Trainees Eligible?

  • Apprentices and trainees are eligible for the CSQ Short Courses program, as long as the training is not already part of their apprenticeship/traineeship training plan.
  • They are not eligible for Skills Assessment & Gap Training or Higher Qualifications programs.

How Many CSQ-Funded Courses Can I Do?

  • You can complete up to 8 subsidised short courses between 1 October 2025 – 30 September 2026
  • Of these, a maximum of 3 High Risk Work Licences (HRWL) and 3 Mobile Plant Operator (MPO) courses
  • Courses must be completed before 30 September 2026

👉 Important: Any CSQ funding you accessed before 30 September 2025 (under the 2024–25 program or prior) does not count towards your 2025–26 limit.

What Are High Risk Work Licences (HRWL)?

High Risk Work Licences are nationally regulated licences for high-risk activities.

Examples include*:

  • Dogging (DG) and Rigging (basic RB, intermediate RI, advanced RA)
  • Scaffolding (basic SB, intermediate SI, advanced SA)
  • Cranes (tower CT, self-erecting CS, slewing C2, C6, C1, C0, vehicle loading CV, non-slewing CN)
  • Personnel and Materials Hoist (HP)
  • Boom-Type EWP (11m+ – WP)

These courses are heavily subsidised under CSQ funding.

Are there exceptions to the HRWL cap?

Yes. Certain asbestos-related HRWL units (such as removal or supervision of asbestos) are excluded from the 3-unit HRW funding cap. This means you may be able to access those units in addition to your 3 funded HRW courses, provided you remain within the overall 8 short course funding limit.

What Are Mobile Plant Operator (MPO) Courses?

Mobile Plant Operator training covers heavy machinery used in civil construction. Examples include:

  • Excavator
  • Skid Steer Loader
  • Roller
  • Articulated Haul Truck
  • Front End Loader
  • Telescopic Materials Handler

Like HRW licences, you can complete up to 3 of these under CSQ funding per program year.  Please see our Earthmoving page here for full unit name & codes

Are There Exceptions to the No Repeat Funding Rule?

Yes. Normally, CSQ will not fund a unit of competency if you’ve already completed it. The main exception is approved refresher courses, where legislation or industry requires retraining (such as traffic control, low voltage rescue, fit testing or HSR refreshers). These refresher units can be funded again even if you’ve completed them before.

On the Job Training does not currently schedule refresher courses, but you can view the full list of approved refreshers on the CSQ website.

What is a Co-Contribution Fee?

A co-contribution fee is a mandatory fee you pay toward your training and now forms part of the short courses CSQ funding criteria, with CSQ covering the majority of the cost.

  • Some short courses are fully funded ($0 co-contribution)
  • Others require a fee ranging from $150–$700*, depending on the course

 

*On the Job Training also charges a $50 admin CSQ application fee per booking.

Can My Employer Pay the Co-Contribution Fee?

Yes. The fee can be paid by either you or your employer, depending on your arrangement. Many employers choose to cover it as part of staff development.

What Evidence Do I Need to Provide?

Before starting training, you’ll need to supply:

  • Proof of right to work (Medicare card, passport, birth certificate, or CSQ-approved visa + employer letter)
  • Employer letter (on company letterhead with your role, duties and where you perform your work) or a statutory declaration (if unemployed/self-employed)
  • ABN/ACN + invoices (if self-employed)
  • Signed consent form for CSQ funding

 

❌ Not accepted: payslips, QLeave statements, QBCC licence

What If I’ve Already Done CSQ-Funded Courses Before?

If you completed courses in a previous funding period, good news — your allocation resets each year. From 1 October 2025, you have access to another 8 subsidised short courses (within the HRW/MPO limits).

Can I Access Other Funding Programs?

Yes. If you’ve used your 8 short course allocations, you may still be eligible for:

  • Higher Qualifications (Cert IV, Diploma, Advanced Diploma – with fixed co-contribution fees. Not available to apprentices or trainees)
  • Major Projects Training Program (if you’re working on a CSQ-listed major project)
  • Skills & Gap Training Program (Partial recognition of prior learning and gap training in order to secure full qualifications. Not available to apprentices or trainees)

How Do I Apply for CSQ Funding?

  3. Pay your co-contribution fee (and $50 admin CSQ application fee)
  4. Enrol and start training!
