

The Standards for RTOs are the national framework that ensures all Registered Training Organisations (RTO) deliver high-quality training that leads to real outcomes for students. In 2025, these standards were revised to simplify expectations and place even greater focus on the learner — especially in four key areas: student outcomes, learner support, training and assessment quality, and governance.
A key shift is how RTOs identify and support learners earlier in the enrolment process — and that’s where the LLND Skills Check comes in.
If you’re booking accredited training for yourself or your team in 2025, you may notice a new step in the enrolment process: completing a short LLND (Language, Literacy, Numeracy and Digital) Skills Check before we can confirm enrolment.
We know this is a change, and it may not always be the most convenient step. But we want to be clear, supportive, and up front about why it’s required, what it involves, and how it ultimately benefits every learner.
Under the Standards for RTOs 2025, all Registered Training Organisations must determine a learner’s suitability for their chosen training before enrolment is finalised. This includes identifying any support needs in LLND skills and giving the learner a chance to:

The standard states that: “Prior to enrolment, the RTO determines whether the learner is suitable to undertake the training product, including identifying whether the learner has the language, literacy, numeracy and digital skills required.”
While the phrase ‘before money changes hands’ does not appear in the legislation, ASQA, the VET regulatory body and industry experts have clarified in guidance materials and webinars that enrolment is considered finalised once payment is processed or training begins. Therefore, LLND skills must be assessed, and any necessary support discussed before accepting payment or confirming enrolment.
The LLND requirement is not about putting up barriers — it’s about giving learners the best chance at success.
Many students start strong but struggle during training due to reading, writing, numeracy or basic digital tasks. By understanding their current skill levels before they begin, we can offer the right support from day one.

We’ll never proceed with enrolment until the learner confirms they’re happy to continue — with a support plan in place if needed. Support plans are recorded in the student’s file and may be revisited during training to ensure they remain appropriate and effective.

All new students (i.e. anyone who hasn’t previously trained with us) must complete the LLND Skills Check before we confirm enrolment.
Here’s how it works:
We don’t confirm the enrolment until the student has received their LLND result and agrees to continue.
We understand that for employers managing group bookings, or learners who are keen to just “get in and get started,” this can feel like a hurdle. But we truly believe it’s a positive step that sets everyone up for success.
Our job isn’t just to deliver training — it’s to make sure learners have the best chance of completing it confidently and competently, while trying to minimise stress.
Q: Is this just an OTJ Training policy or a national requirement?
A: This is a national requirement under the Standards for RTOs 2025. All RTOs must assess learner suitability before enrolment.
Q: What if a learner scores low in the skills check?
A: No problem. We simply offer support resources and strategies, and the learner can choose whether to proceed. It’s not pass or fail; just a chance to get prepared.
Q: What if the student has completed training with OTJ Training before?
A: If a learner has already completed training with OTJ Training before, before we implemented this policy on 1 July 2025, then they won’t need to complete an LLND Skills Check, as we have records of their foundational skill levels and relevant support plans to support them.
Q: What if the student has completed an LLND Skills Check with OTJ Training before?
A: If a learner has already completed an LLND Skills Check with OTJ Training, they won’t need to do it again.
Q: Can we get a report of learner results for our records?
A: Absolutely. Just let our team know during the booking process. Employers will need to have express permission from learners, though.
